On September 15, 2018 on the basis of the Aktobe Law Institute of the Ministry of Internal Affairs of the Republic of Kazakhstan named after M. Bukenbaev within the framework of the conclusion of a memorandum on mutual cooperation in the field of educational and scientific activity between the Prosecutor’s Office of Aktobe region and the Aktobe Law Institute of the Ministry of Internal Affairs of the Republic of Kazakhstan named after M. Bukenbaev, a training seminar on theme : “The tactics of investigating rape cases”, which was attended by representatives of the Aktobe Region Prosecutor’s Office, the Academy of Law Enforcement. The main task of the seminar was defined as: training in the skills of the procedural management of criminal cases, forms and methods of disclosing and investigating crimes, and the methodology and tactics of conducting separate investigative actions.
Senior Lecturer of Criminal Process and Criminalistics Department, Police Lieutenant Colonel Nikolai Chuprinuk held a seminar-training course, during which participants got acquainted with the possibilities of the virtual simulation software package “Virtual crime scene investigation”, which is equipped with the criminalistic technical laboratory of the institute.
One of the tasks of the State Program for the Education Development and Science of the Republic of Kazakhstan for 2016-2019, approved by the Decree of the President of the Republic of Kazakhstan № 205 of March 1, 2016, is the creation of a modern educational environment, as a means of introducing innovative teaching technologies and developing new practice-oriented educational programs, and equipping the laboratory with modern equipment. Participants of the seminar were given the opportunity individually on personal computers to get acquainted with the program “Virtual crime scene investigation”.
During the practical training on theme “Tactics of crime scene investigation of the scene of the discovery of a dead body with violent characteristics of death of a sexual nature” in conditions as close as possible to the real ones, the tactics of the inspection of the scene of the incident, modality and detection methods, fixation, immunity and packaging vestigial traces of crime, as well as formalization of protocol of inspection and photoboard. In conclusion of the seminar the participants expressed their opinion on the necessity of such practical lessons implementation of learning procedural prosecutors of the main basis of criminal procedure and criminalistics.
