The main goal of the “Fourth Priority – Improving the Quality of Human Capital” on the Message of the President of the Republic of Kazakhstan N.Nazarbayev to the people of Kazakhstan on January 31, 2017 “The Third Modernization of Kazakhstan’s Global Competitiveness” is, first of all, changing the role of the education system. In this connection, on April 8, 2017, the chief of the “General Legal Disciplines” department of the Aktobe  Law Institute of the Ministry of Internal Affairs of the Republic of Kazakhstan named after M. Bukenbaev, police major Abilova A.S. Held an open seminar session with the use of three languages ​​(Kazakh, Russian, English) on the discipline “Police agencies of the Republic of Kazakhstan” on the topic.«Тhe Structure of the internal affaires of the Republic of Kazakhstan the desired place and objectives». The seminar was conducted in the state language, as a group with the Kazakh language of instruction. However, during the lesson, the teacher used the following legal terms in three languages.
