On September 26, 2019, the international scientific and practical conference “Use of special knowledge: theoretical and legal paradigm and problems of practical activity” was held online with the Vladivostok branch of the far Eastern law Institute of the Ministry of internal affairs of Russia.
The opening of the conference began with the opening speech of the Head of the Vladivostok branch of the far Eastern law Institute of the Ministry of internal affairs of Russia, police Colonel Viktor Vladimirovich Nekrytyi. With a welcome speech by Honored worker of science of the Russian Federation, doctor of legal Sciences, Professor, Head of chair of criminalistics and operational-investigative activities of Rostov law Institute of MIA of Russia Vardanyan Akop Varazdatovich and Head of Department of organization of scientific-research and editorial-publishing work in Aktobe law Institute of Ministry of internal affairs of the Republic of Kazakhstan named after M. Bukenbaev, police Lieutenant Colonel Karimbaeva Aislu Kairlaevna.
Police Lieutenant Colonel A.K.Karimbaeva in her welcoming speech expressed gratitude for the cooperation of the far Eastern juridical Institute of MIA of Russia and stressed that the Vladivostok branch is the first event in which involved Aktobe law Institute of Ministry of internal affairs of the Republic of Kazakhstan named after M. Bukenbaev. As for the theme of the conference, it was said that in the annual Address to the people of Kazakhstan “The growth of welfare of Kazakhstan: increasing income and quality of life” dated 05.10.2018. The first President N. A. Nazarbayev stated that the society is waiting for the police of a new format-professionals who are able to resist any manifestations of illegal nature. On the basis of this Message was approved by the Decree of the Government from 27.12.2018 city “Road map for modernization of police Department of Kazakhstan for the years 2019-2021”, where the concrete measures for optimization of system of selection and training of the police, the modernization of the system of departmental education.
She wished the participants of the conference fruitful work, as well as to find solutions to all problematic issues.
