Discussion of the Address of the President

On September 3, 2019, a meeting was held between the head of the Aktobe Law Institute of the Ministry of Internal Affairs of the Republic of Kazakhstan named after M. Bukenbaev, police Colonel Kabduev Akan Yesetovich with the faculty, students of continuing education courses and cadets of the full-time faculty, dedicated to discussing the Message of President Kassym-Zhomart Tokayev to the people of Kazakhstan “Constructive public dialogue is the basis of stability and prosperity of Kazakhstan”.

Akan Yesetovich in his speech noted that the President’s appeal to the people of Kazakhstan has become exceptional in its value, responding to the most important, pressing and burning problems of the people and the country. The Address outlines all aspects of the country’s socio-economic and political development.

Akan Esetovich paid particular attention to the reform carried out in the Ministry of Internal Affairs. Since in the Message of President Kassym-Zhomart Tokayev, one of the cornerstones was the issue regarding the reform carried out in the Ministry of Internal Affairs. In particular, as the head of state said in his message: “The image of the police, as a power tool of the state, will gradually become a thing of the past, it will become a body to provide services to citizens to ensure security.”

Further, Akan Yesetovich dwelt on the main provisions of the Address of the President, where it was said about a gradual reduction in the number of civil servants, that the released funds will be used to materially stimulate the most useful workers. By 2024, civil servants and employees of national companies are expected to reduce by 25%, that is, by a quarter.

“According to the Constitution, our citizens have the right to freedom of expression. If peaceful actions do not pursue the goal of violating the law and rest of citizens, then you need to go to a meeting and, in accordance with the procedure established by the sub-law, give permission to carry them out. Allocate special places for this. Moreover, not on the outskirts of cities. But any calls for unconstitutional actions, hooligan actions, will be suppressed within the framework of the law”. The President also said that “we urgently need to tighten the punishment for sexual violence, pedophilia, drug trafficking, human trafficking, domestic violence against women and serious crimes against the individual, especially against children”. This is the assignment of the head of state to parliament and the government.

It was also noted that poachers are equipped, armed, and feel their impunity. This year alone, two wildlife inspectors died at their hands. Recently, the criminal activity of a gang of poachers on a lake in East Kazakhstan oblast has been suppressed. These are only isolated cases. But poaching has taken deep roots, including with the connivance of law enforcement agencies. Poachers ruthlessly destroy nature, our national wealth. In this direction, the President instructed the government to take urgent measures within two months to tighten the relevant legislation.

In general, the speech of Akan Yesetovich covered all the strategic directions indicated in the message of the President.

The next word was delivered by the head of the department of general legal disciplines of the Aktobe Law Institute of the Ministry of Internal Affairs of the Republic of Kazakhstan named after M. Bukenbaev, police lieutenant Colonel, candidate of legal sciences Ibraeva Aigul Kasymbekovna. She noted the important points of the Message:

1. On the land issue.

2. Improving the quality of life.

3. On reducing debt burden.

4. On pension savings.

5. About the program “Auyl el besіgі”.

6. About health insurance.

7. About the judicial system.

8. On toughening the punishment for sexual violence.

9. On the fight against poaching.

Then the senior lecturer of the department of general legal disciplines, police lieutenant Colonel M.S. Salauatov. In turn, in his speech M.S. Salauatov stopped at the program “7-20-25” and preferential housing.

Maksat Salauatov also stated that: “Within the framework of the 7-20-25 program, which was originally supposed to be social, the average level of family income should be about 320 thousand tenge per month. People with low incomes could not afford to participate in it”. Therefore, this year, on the initiative of Elbasy, a new program, Bakytty Otbasy, was launched with a preferential rate of 2% with an initial contribution of 10%”. About the Nurly Zhol program, Maksat Salauatovich quoted the President: “The full and high-quality implementation of the Nurly Zhol program should be in the field of view of the executive branch. This is a strategic project due to which modernization will affect the entire transport structure. For these purposes, until 2022, the state will invest more than 1.2 trillion tenge of investments”.

At the end of the event, the head of the institute, police colonel A.E. Kabduev noted that the faculty of the Institute, supporting all areas of the President of the country, will continue to implement the goals for the training of highly qualified personnel of the IAB of the new formation, in accordance with the approved action plan of the Institute to implement the main priorities of the Address of the Head of State.
