As part of the international academic mobility program about carrying out classes and exchange of experience in the field of education and science between the Orenburg State University and Aktobe law Institute of the Ministry of internal Affairs of the Republic of Kazakhstan named after M. Bukenbaev,candidate of pedagogic Sciences Maksimenko Elena Ivanovna26.02.2019 year for cadets of 102 training group 1 «B» course from 14:30 to 15:10 o’clock was held a class on discipline «Law Enforcement agencies of Kazakhstan» on the theme «the Activities of law enforcement and protection of the rights and freedoms of man and citizen», which addressed the following 2 questions:
1.The concept and essence of the rights and freedoms of man and citizen:
– classification of fundamental human and civil rights and freedoms;
– mechanism for the protection of human rights and freedoms.
2. Main features, tasks and directions of law enforcement activity in the Republic of Kazakhstan:
– the purpose of law enforcement in the Republic of Kazakhstan;
– law enforcement process in the Republic of Kazakhstan;
– signs of law enforcement activity in the Republic of Kazakhstan;
– subjects of law enforcement activity in the Republic of Kazakhstan;
– the main directions of law enforcement in the Republic of Kazakhstan.
Alsoon that day for cadets of 104, 105 training groups of 1 «А» course from 15:20to 16:00 hours was held a class on the subject «History of state and law of the Republic of Kazakhstan» on «Kazakhstan as an independent state and its constitutional and legal development», which dealt with the following 3 issues:
1. The Declaration of state sovereignty of the Kazakh SSR:
– December events of 1986 in Kazakhstan;
– historical and legal significance of the Declaration Of state sovereignty of the Kazakh SSR in the formation of independent Kazakhstan;
– formation of the Commonwealth of Independent States.
2. Constitutional law of 1991 «On state independence of the Republic of Kazakhstan»:
– legal consolidation of the independence of the Republic of Kazakhstan;
– The Republic of Kazakhstan is an independent, democratic, legal state;
– election of the first President of the Republic of Kazakhstan;
– preparation and adoption of the first Constitution of the Republic of Kazakhstan in 1993.
3. Constitution of the Republic of Kazakhstan 1995:
– program«Kazakhstan-2030» and state-legal development of Kazakhstan;
– new constitutional reform in Kazakhstan;
– amendments to the Constitution of the Republic of Kazakhstan adopted on 21 may 2007;
– amendments to the Constitution of the Republic of Kazakhstan adopted on February 02, 2011;
— amendments to the Constitution of the Republic of Kazakhstan adopted on March 10, 2017.
When considering the issues covered by the review of the material by associated Professor of the Department of theory of state and law and constitutional law of the Orenburg state University, candidate of pedagogical Sciences Maksimenko Elena Ivanovna was established logical connection with the material of previous classes in these disciplines. In accordance with the work program, the purpose of training sessions, its pedagogical and educational functions are clearly indicated, which is aimed at providing General professional training of cadets.
