In order to consolidate the theoretical knowledge gained by the listeners and instill love for the chosen profession of an BIA officer in accordance with the planned field trips by the Department of the Criminal Process and Criminalistics of the Aktobe Law Institute of the Ministry of Internal Affairs of the Republic of Kazakhstan named after M. Bukenbaev in the discipline: “Adoption of modern information technologies in BIA activities” in according to the thematic plan of the professional and additional education provided to the faculty, a visit to the prices Dr. operational management and operational control of the Forensic Department of Internal Affairs of Aktobe oblast.
In accordance with the discipline “Application of modern information technologies in BIA activities” in order to improve the quality of the conducted classes, the students were acquainted with the principle of the following programs: “Integrated Data Bank”, “Papilon”, “Image ++”, “Pulelegizteka” and others search engines used by practitioners in the course of their daily work. These retreats were held on October 17,18, 2017 in the center of operational management and operational-criminal control department of the Department of Internal Affairs of Aktobe region with listeners of 1-3 groups of initial training courses.
During the training, the head of the police department of the Department of Internal Affairs, police colonel Dilmagambetov K.B. and the chief of the operational control center, police major, Dzhumakulov A. conducted practical exercises and acquainted the audience with the advanced technologies applied today to combat offenses and committed crimes.
Automated dactyloscopic information retrieval system “Papilon” was demonstrated. This system is a bank of collected data of fingerprints and palms of offenders and criminals, persons involved in committing offenses. Traces found and seized from the crime scene are immediately entered into the data bank, where in the shortest time in about 10-15 minutes, the result is left to whom the fingerprints left on the scene of the crime commit.
The “Portrait” program is an automated information retrieval system that detects a criminal in the shortest possible time by the external signs of the available photographs in the database where a photobot is made in the presence of victims and witnesses with their direct participation, using their operational memory and perception, describing the appearance of the offender on the above elements, a subjective portrait of the criminal is drawn up.
“Pulegilteka” is an automated information retrieval system. This system allows you to conduct research and identify firearms from which bullets were fired using shot bullets and shells. The listeners also got acquainted with the “Sprut” ballistic system.
During the visit, the chief of the operational management center, police major A. Dzhumakulov acquainted the listeners with the principle of the work of video cameras serviced by the staff of the Center, and also showed how the program “Intgranded Data Bank” works.
The listeners got acquainted with the orders and instructions of the Ministry of Internal Affairs of the Kazakhstan Republic, which are guided by the employees of the operational management center when carrying out the work.
The listeners asked questions, which were answered by the employees of the operational control center, then they thanked the head of the operative-criminalistic department, police colonel Dilmagambetov K.B. and the chief of the operational management center, police major A. Dzhumakulov for conducting a practical lesson.
