After conducted on June 6, 2019. experts-trainers in Aktobe regional branch of the red Crescent Society practical training in providing pre-hospital medical care, the logical continuation of the implementation of the program by making the learning process practical orientation, was the organization of operational-tactical exercises for students of special elementary education for the first time coming to the police station to post secondary personnel. These exercises were held on June 10, 2019. in a competitive form, and was conducted by the Department of criminal process and criminalistics, together with specialist instructors in first aid: Tazhibaeva Zamzagul, Diyarov Yeralkhan, Mutigulina Nuriya, Revyakin Vadim, Ismagulov Almat, which simultaneously acted as judges. In addition the participants were 40 volunteers.
To participate in the competition, 5 teams were formed: 1- «Victory», 2-«Kyran», 3-«Kaisar», 4-«Tulpar», 5-«Barys», which included students of initial training courses. According to the scenario of the exercise was organized 5 situational zones (scene), namely:
1. «Train» – the car went off the rail, with a quick evacuation, because of the large crowd of people there was a crush, injured 5 people who needed to provide first aid (guy –amputation of the upper limb, a girl with a burn on her hand, a guy with an open head injury, a guy who was hit in the stomach).
2. «Plane» – plane crash, injured 4 people (man – open leg fracture with the introduction of a piece of glass sticking out of the wound, bleeding, conscious; girl – open abdominal trauma with bleeding and loss of the small intestine, conscious; girl – without visible injuries, unconscious; teenage girl in a state of shock crying, breaks out, looking for their parents).
3. «Road accident» – the driver of the car in order to avoid collision with the teenager who ran out on the road sharply turns aside and hits about an obstacle. In the car 3 passengers (the driver – a foreign body on the head (in the forehead got glass, conscious, but loses over time), the passenger – a girl in a state of shock, begins to scream at the child, running out into the street, walking around the car, internal bleeding, the passenger man suspected of a spinal fracture, the teenager – abrasions, shock).
4. «Lombard” – at lunchtime in the building of the pawnshop broke armed men, took hostages, after negotiations did not agree to the terms of the police and did not give up. Police officers conducted a gas attack in the pawnshop office. Victims – 5 people: 3 unconscious,
1 guard with a bullet wound to the chest,1 victim conscious.
Each of the five teams has consistently worked out their known methods of providing pre-medical care in each of the proposed situations, while the judges noted and commented on the mistakes made, put each team assessment.
In the last situational zone the station of cardiopulmonary resuscitation (SCR) was organized: 5 mannequins (4 adults, 1 infant). One of the mannequins mimics a drowned man. Participants had to carry out at least 5-6 approaches (SCR), while the judge checked the correctness and algorithm of the task.
At the end of the competition, the judges made a collegial calculation of points and distributed prizes, awarded diplomas and prizes to the winners. The first place took the team «Kaisar» in stock: I. Simchich, R.Mukhamedzhanova, J. Kaliaskarova, M.Kalasova and E. Kalenova. The second place team «Kyran» in stock: D.Rymbaeva, M.Murat, B.Ultambaev, S.Kosmagambetova and D.Abdrakhmanova. Third place went to the team «Victory» in the composition: A.Kanafana, R.Khusainova, K.Moldabekova, N.Salimhan and A. Bolatbekov Other participants of the competition received incentive prizes.
On behalf of the management of the Institute and the staff of the Department of criminal procedure and criminology employees of Aktobe regional branch of the Red Crescent society Z.Tazhibaeva, E.Diyarov, N.Mutigulin, V.Revyakin, A.Ismagulov were awarded letters of thanks for the excellent organization of such a large-scale, interesting and informative event. Volunteers and the youngest participants of the exercises were also awarded sweet prizes and words of gratitude.
Thanks to the excellent organization, efforts and acting skills of volunteers who imitated the victims, as well as the professionalism of the instructors of the PPD, the participants of the competition, as well as the fans were able to fully appreciate and experience the full range of feelings, emotions, feelings and responsibility when making decisions in an extreme situation, where the life and health of the victim depends on how the future police officer is trained theoretically and is able to provide both first medical and psychological assistance to the victims. High legal education and legal culture are the essential qualities of a modern police officer – a police officer of a “new format”, but he must also have well-known human qualities, because in the profession it is not permissible to forget about a person who needs protection in any situation and under any circumstances.
