The Akimat of the Aktobe region together with the Prosecutor’s Office of the Aktobe region, the Academy of Law Enforcement Agencies under the Office of the Prosecutor General of the Republic of Kazakhstan, the Aktobe Law Institute of the Ministry of Internal Affairs of the Republic of Kazakhstan named after M. Bukenbaev and the Aktobe Regional State University named after K. Zhubanov on May 17, 2019 held an international scientific-practical conference “The Role of Public and Interaction with Law Enforcement Bodies in the Prevention and Profilactics of Offenses,” dedicated to the 150th anniversary of the city Aktobe.
The conference was opened by the moderator Akim of Aktobe Oblast Urazalin Ondasyn Seilovich, then the following guests delivered a welcoming speech: Chairman of the Committee on legislation and judicial – legal reform of the Majilis of the Parliament of the Republic of Kazakhstan VI convocation, doctor of law, professor Abdirov Nurlan Mazhitovich; deputy Head of the law enforcement system Department of the Presidential Administration of the Republic of Kazakhstan Ahmetzakirov Nail Rafisovich; Chairman of the administrative police Committee of the Ministry of Internal Affairs of the Republic of Kazakhstan, police colonel Baybolov Maksat Kajdoshevich. In the plenary session, the following presentations were made: the prosecutor of the Aktobe oblast, the 3rd class state counselor of justice, candidate of law sciences, honorary lawyer of Kazakhstan Marat Zolmagambetovich Kaibzhanov; Head of research projects on criminal justice and scientific legal expertise of the University KAZGUU named after M. Narikbayev, doctor of legal sciences, professor Kogamov Marat Chekishevich; Professor of the department of criminal, criminal executive law and criminology of KAZGUU University, Doctor of Law, Professor Nurtayev Ramazan Tuyakovich; professor of the Department of criminal law disciplines at the Zhetysu State University named after I.Zhansugurov, doctor of law Chukmaitov Dulat Slambekovich. Also, as part of the discussion, the director of the Institute of contemporary law, doctor of law, professor Borchashvili I.Sh. and vice-rector of ARGU named after K. Zhubanov, doctor of physical and mathematical sciences, professor Shunkeev K.Sh.
In the framework of the international scientific-practical conference, work was carried out in 3 sections. 1 and 2 sections were held in ARGU named after K.Zhubanov.
Section No. 3 “Law enforcement agencies activities on prevention and profilactics of law violations: realities and forecasts” was held in the “Shanirak” conference hall of Aktobe law institute of the Ministry of Internal Affairs of the Republic of Kazakhstan named after M.Bukenbayev.
The section began it work at 14:00 with a visit to the “Alley of cadets” and the planting of fir trees by the Russian delegation and the chairman of the administrative police Committee of the Ministry of Internal Affairs of the Republic of Kazakhstan, Police Colonel Baybolov M.K.
Further, the section began at 14:30, which was opened by the moderator, head of Aktobe law Institute of the Ministry of Internal Affairs of the Republic of Kazakhstan named after M. Bukenbayev, Ph.D. the chairman of the administrative police Committee of the Ministry of Internal Affairs of the Republic of Kazakhstan, police colonel Baibolov M.K., from the Turkish National Police Academy presentation was made by vice president, 1st class security manager Fatih Inal, from the Voronezh Institute of the Ministry of Internal Affairs of Russia – acting head, deputy personnel officer, PhD in Law, police colonel Ovsyannikov R.N., from Rostov Law Institute of the Ministry of Internal Affairs of Russia – professor of the Department of administrative law, doctor of philosophy, associate professor, police colonel Lubsky RA, from the Academy of law enforcement agencies under the General Prosecutor’s Office of the Republic of Kazakhstan – director of the Institute of postgraduate education, senior adviser of justice, PhD in Law, associate professor Shayakhmetov Sh.Sh., from Karaganda Academy of the Ministry of Internal Affairs of the Republic of Kazakhstan named after B. Beissenova – inspector of the planning, coordination and control department, senior lieutenant of police Bilasarov A.N., from the Central Kazakhstan Academy – vice-rector for research and innovation, doctor of law, professor Tokubaev Z.S.
Also following participants in the conference were: associate professor of the Department of Prosecution Activities of the Ural State Law University, Ph.D. in Law Cherepanov M.M., Senior Lecturer in the Department of Criminal Law of the Ural State Law University, Ph.D. Head of the Department of Civil Law and Process of the Orenburg State University, PhD in Law, Associate Professor Nosenko L.I., associate professor of the department of state and law and constitutional law of the Orenburg State University, associate professor, candidate of pedagogical sciences Maksimenko E.I., associate professor of the Department of law of Aktobe Regional State University named after K. Zhubanova, candidate of historical sciences, PhD, associate professor Alimpieva T.G, faculty of the AUI of the Ministry of Internal Affairs of the Republic of Kazakhstan named after M. Bukenbaev, and in the online mode the presentations were made by the professor of the department of administrative activity of the Voronezh Institute of the Ministry of Internal Affairs of Russia, candidate of legal sciences, professor Zanina T.M., senior lecturer of the department of administrative law of the Voronezh Institute of the Ministry of Internal Affairs of Russia Antonova L.B., associate professor of the Voronezh Institute of the Ministry of Internal Affairs of Russia, police lieutenant. Butova M.V. and the discussion was attended by members of the Rostov Law Institute of the Ministry of Internal Affairs of Russia.
After the section was completed, a training center and co-working office were opened, as well as a meeting with the heads of the institute and the heads of departments, a visit to the training laboratory complex, training ground, barracks, medical unit and Honesty Shop were held. This event ended with a memorable photographing near the monument to the Hero of Great Patriotic War Malkedzhar Bukenbaev, whose name bears the Institute.
