August 28-29, 2018 in Astana, an international scientific and practical conference was held on  theme  “Constitution: the embodiment values of the rule of law, civil society and the modern state”, dedicated   to the Constitution Day of the Republic of Kazakhstan, in which the head of  the research organization of editing and publishing operations department, Lieutenant Colonel Karimbaeva Aislu Kairlaevna took part.

On August 28, 2018, at 10:00 a.m. in Astana city, the plenary session of the international research -to-practice conference on theme “The Constitution: the embodiment values of the rule of law, civil society and the modern state” was held, dedicated to the Constitution Day of the Republic of Kazakhstan.

The forum held by the Constitutional Council of the Republic jointly with the Foundation of the First President of the Republic of Kazakhstan – Elbasy, the European Commission for Democracy through the Law of the Council of Europe (Venice Commission), the OSCE Office of Programs in Astana and the Leading Universities of the country.

Heads of state structures of Kazakhstan, representatives of five relevant international organizations, bodies of constitutional control and well-known legal scholarship of more than twenty countries took part in its work.

The Chairman of the Constitutional Council of the Republic of Kazakhstan Kairat Abdrazakuly Mami opened the conference.

The State Secretary of the Republic, G.N. Abdykalikova, took part in the plenary session. She announced the greeting of the President of the Republic of Kazakhstan – Elbasy to the participants of the conference.

The heads of some foreign delegations made the congratulatory speeches:  Secretary-General of the World Conference on Constitutional Justice, Mr. Schnutz Rudolf Durr,  Chairman of the Constitutional Court of Bulgaria, Mr. Boris Velchev, Chairman of the Constitutional Court of Latvia, Ms.Ineta Ziemele,

Chairman of the Constitutional Council of Algeria Mr. Murad Medelchi and others.

On the eve of the Day of the Basic Law, the Deputy Executive Director of the Foundation of the First President of the Republic – Elbasy I.I. Rogov presented a new Commentary on the Constitution of the Republic of Kazakhstan.

It issued this year by the Foundation of the First President of the Republic – Elbasy and the Constitutional Council jointly with the Ministry of Justice within the framework of the national project of Ruhani Zhangyru. It provides a detailed explanation of the provisions of the Basic Law, taking into account the results of the constitutional reform of 2017 and the updated legislation of the country. Famous foreign constitutionalists took part in the preparation of the Constitution’s commentary, along with Kazakhstani authors.

On August 29, the conference continued its work at the Eurasian National University named after L.N.Gumilev and the University of KAZGU.

The head of  the research organization of  editing and publishing operations department of the Institute, Lieutenant Colonel Karimbaeva Aislu Kairlaevna spoke on August 29, 2018 at the Eurasian National University named after L.N.Gumilev in section 3 “The embodiment of the rule of law in the criminal policy of the Republic of Kazakhstan” with a report “Observance of human rights and freedoms by the bodies of Internal Affairs of the Republic of Kazakhstan”.
