From 22 to 26 January 2018, on the basis of the Akobe Juridical Institute of the Ministry of Internal Affairs of the Republic of Kazakhstan named after M. Bukenbaev, for the listeners of refresher courses, namely the employees of the local police service of the Department of Internal Affairs of Aktobe region, the Ministry of Internal Affairs of the Republic of Kazakhstan together with the United Nations Office on Drugs and Crime and a national training was held on the topic: “Risks and vulnerability: law enforcement in relation to key risk groups and protection of human rights” with the participation of:
- N.Tulkinbaeva. – Head of the Department of Organization of Social Work in the Department of Internal Affairs of the Kostanay Academy of the Ministry of the Interior of the Republic of Kazakhstan named after Sh. Kabylbaev, Ph.D., Associate Professor, Colonel of Police.
- Balymov E.K. – the teacher of the Criminal Procedure and Criminalistics Department of the Aktobe Juridical Institute of the Ministry of Internal Affairs of the Republic of Kazakhstan named after M. Bukenbaev, the doctoral candidate of the Karaganda Academy of the Ministry of Internal Affairs of the Republic of Kazakhstan named after B. Beisenov, the captain of the police.
As well as the seminar-training were invited:
- Ibragimova O. – program coordinator of Kazakhstan Union of people living with HIV.
- Nursanov E. – deputy head of the regional narcological dispensary of the Aktyubinsk region.
- Zhailaubaeva A. – representative of the AIDS center, head of the preventive department;
- Daut S. – an epidemiologist.
The seminar covered the following topics:
– review of HIV / AIDS epidemiology, prevention, treatment and care;
– review of the role of law enforcement officers in protecting public health and the importance of working with vulnerable groups;
– introduction to the problem of drug addiction and harm reduction measures;
– creating a partnership to improve the effectiveness of working with key populations in order to strengthen the response to the HIV / AIDS epidemic.
At the end of the training, all participants received certificates.
