Practical field lesson in operational criminalistic Department

As part of the implementation of the Roadmap for the modernization of the internal affairs bodies of the Republic of Kazakhstan for 2019-2021 years, in order to strengthen the practice-oriented educational process on the subject “Criminalistics”, police Lieutenant Colonel N. A. Chuprinyuk of the Department of “Criminal procedure and criminalistics”, on October 02, 2019 was held a practical lesson for students of the 5th and 9th academic groups of the course of initial vocational training. Before the lesson, the students got acquainted with the main activities of the operational and forensic service of the DIA of Aktobe region. Employees of the OCD explained and demonstrated the principles of the following programs: “Integrated data Bank”, “Papilon”, “Image++”, “Pulegilzoteka” and other search engines used by practitioners in their daily work.

Such programs as “Papilon”, “Portrait” and “Pulegilzoteka” aroused particular interest among the audience.

Automated fingerprint information retrieval system “Papilon” is a repository (a database of fingerprints and palms of offenders and persons involved in the Commission of crimes). In this database, immediately also made traces of fingers and palms, found and removed from the crime scene, then, as soon as possible, about 10-15 minutes, their verification is carried out with the existing database, and then in the case of a match, an answer can be received about who owns the fingerprints left at the crime scene.

The program “Portrait” is an automated information retrieval system that allows you to find the offender in the shortest possible time on the external signs and available in the database photographs. In addition, it allows you to make a composite portrait (sketch) of the offender on the basis of the testimony of victims and witnesses with their direct participation and with the use of memory and perception, by describing the appearance of the offender.

“Pulegilzoteka” is an automated information retrieval system. This system allows to conduct research and to identify the fired bullets and shell casings to the firearm from which the shots were fired.

At the end of class the students thanked the Deputy chief of OCD of PD of Aktobe region, police Colonel O. S. Arykbaev and OCD senior criminalist, police captain B. A. Iljanov for an interesting story about the possibilities of the forensic service of PD of Aktobe region and for comprehensive, detailed answers to questions concerning practice forensics.

The lesson has achieved its goal, during the course of it the students got acquainted with the methods of forensic examination and got an idea about the production of urgent investigative actions, forensic ballistic, trasological, handwriting examination.
